Both refer to people who go to new places. However, a 'traveler' is a person who travels to different places. He/she may not go back to the previous place they were in. A 'tourist' is someone who moves to a new place temporarily in order to have fun and relax.
A tourist, on the other hand, is someone who simply takes photos and sightsees for a few days before moving on to the next location.
A traveler is more likely to form a deeper connection to the place they are visiting, which makes for a richer and more meaningful experience.
